Here the Psalmist asks God to give him understanding ( Psalm 119:73) in the same Psalm later he says he gained in understanding (Psalm 119:104). Many times we pray for gaining in understanding but without knowing the way to receive the same. Here the psalmist says learn his precepts, that will give the understanding.
